Asseco Poland has signed a PLN 170 million worth contract with the General Inspectorate of Road Transport. The subject of the contract is to implement the Central Processing System for the Automatic Road Traffic Monitoring Center (CANARD).

The Automatic Road Traffic Monitoring Center (CANARD) is part of the General Inspectorate of Road Transport. It is responsible for managing the systems used for automatic recording of driving offenses. CANARD focuses especially on non-compliance with speed limits and traffic lights (red-light driving), which are considered as particularly dangerous behaviour, based on the analyses of road safety.

The first stage of the project (worth PLN 47 million gross, funded by the EU in 85%) will take only 4 months to complete. During this time, Asseco will supply and implement the data processing system, build an application with basic functionalities, and conduct necessary trainings. The project will enable prompt delivery of driving tickets to road traffic offenders. A speed trap camera equipped with a wireless communication module will send information about the driving offense to the Central Processing System. Subsequently, details of the vehicle owner will be downloaded automatically from the Central Register of Vehicles and Drivers (CEPiK), enabling automation of the process of issuance of traffic fines.

The target version of the system will be ready within 18 months of signing the contract. While constructing the Central Processing System for CANARD, Asseco will apply an innovative solution based on open source technology. Such approach to the implementation of IT projects is rare, but becomes more and more popular in the Polish public administration.

A separate stage of the project (worth PLN 123.5 million gross) involves maintenance of the system over 10 years. During this period, apart from providing maintenance services, Asseco will further develop the application and run the required user trainings.
