Implementation of a General Document Management System for a public sector

nformation Technology and Communications Department under the Ministry of the Interior of the Republic of Lithuania and Asseco Lietuva, UAB concluded the contract for a development and deployment of a common document management system for a public sector. It is planned that within 9 months from the beginning of contract validity, the General Document Management Information System (DBSIS) will be developed and implemented in the infrastructure of the state data center with the basic functionalities provided in the public procurement technical specification.

"The new system will allow to save more than 3 million euros, because budget for a support and modernization of individual document management information systems currently used by the institutions will no longer be needed. In addition, the work process itself will be more efficient and optimized, ” states Sigita Ščajevienė, Vice Minister of the Ministry of Interior.

This version of the DBSIS will be used by the pilot state and municipal institutions and companies participating in the project. After completion of this stage, the remaining functionalities provided in the procurement technical specification will be gradually developed and installed in DBSIS.

By the end of the project, DBSIS services will be available to more than 500 institutions and 150,000 people. About 40 percent of all these institutions do not currently use any document management information system at all and organize their work using paper documents and digital copies.

General information system for a public sector will allow automation of repetitive activities, more convenient and easier exchange of various types of data and, most importantly - refuse paper documents. This technical progress in a field of document management will make interinstitutional cooperation more modern and much better.

During implementation of the contract, a universal integration interface will be created, that will allow exchange of data between DBSIS and other information systems and registers. Interfaces with the Electronic Archive Information System, the National Electronic Mail Delivery Information System (epristatymas), etc. will also be implemented.

The value of the contract is 2.6 million euros. The contract was concluded in a scope of the project “Development and implementation of a General Document Management Information System” financed by the European Union Funds Investment Operational Programme for 2014–2020: measure No. 10.1.1-ESFA-V-913 “Improvement of internal administration of state institutions and bodies”.
